According to Michael Gates, this is either E. rhois or E. seminis, both in the Eurytoma rhois species complex.
This species complex appears to be a monophyletic group, and is called the "Eurytoma rhois species complex" in the literature.
It is a particularly interesting group because the members feed on the seeds of sumac (Rhus sp.) even though the majority of members of the family are parasitoids.
