Torymidae?
Torymidae characters I can see are:
Occipital carina (around the back side of the head)
Ovipositor sheaths long.
Mesopleuron is not longer than high like Eupelmidae. Seems more quadrate.
Can’t see cercus at the base of the ovipositor (should be elongate, not bump like.
Can’t see venation…
Can’t see mesotibial spur which should not be thick and long.

Gorgeous critter ...
... and definitely in the Chalcidoidea. It may be in the Pteromalidae (I'm thinking Diparinae), but any ID would be helped if we could get a better idea of the wing venation (best achieved by backlighting).

The forewings (marked ones)
Hind wing venation is almost useless for ID purposes in the Chalcidoidea. Oh, and the Diparinae usually have very fine transverse striations on the hind coxae.
