Size: approx 15mm
I see Vespula consobrina has only been reported here once on the east coast south of Pennsylvania. However I think these photos more closely resemble those of the blackjacket than of the bald-faced hornet, especially how the white stripes go all the way up the abdomen. Or perhaps there is a third possibility I am overlooking?

Wow, I was way off. Thank you, I bet you are right. I have not run across any bees with such a pointed abdomen before, which is why I initially thought wasp or hornet. But its small size and behavior in the limited time I observed it certainly seemed more bee-like to me.
