Blackjacket? - Coelioxys - female

Blackjacket? - Coelioxys - Female
Linthicum, Anne Arundel County, Maryland, USA
May 31, 2019
Size: approx 15mm
I see Vespula consobrina has only been reported here once on the east coast south of Pennsylvania. However I think these photos more closely resemble those of the blackjacket than of the bald-faced hornet, especially how the white stripes go all the way up the abdomen. Or perhaps there is a third possibility I am overlooking?
