I think this is Family Chrysomelidae, maybe trirhabda or xanthogaleruca genus, maybe Xanthogaleruca luteola, elm leaf beetle - but on my specimen the stripes and spots are all wrong. X. luteola center stripe is sometimes very narrow but the side stripes are always on the far edges, whereas mine are at the middle with no hint of a stripe down the middle, and mine only has 2 spots on the pronotum all other have 3. The spot between the eyes is more a "V" shape than a spot. Another problem are the legs, they are covered in barbs and spines but neither of the 2 genus mentioned above has this characteristic - am I in the wrong family entirely?
