Caterpillar browsing on Antennaria neglecta which appears disturbed with cottony material perhaps from larva by eggs laid in the plant???
However, the caterpillar has amazing detail of cream-colored bands of stripes with large cream dots between - plus raised red spots!

I learned Antennaria neglecta is one of its preferred hosts.
Is the cottony material part of a cocoon?
