What distinguishes S. brevitylus from S. basalis?

 
Stictocephala
brevitylus has brown legs. I wouldn't necessarily trust the photos currently listed under basalis. I'm not familiar with that species (it doesn't occur in my state) but many of the treehoppers in Ceresini on Bugguide are incorrectly identified.
