Aphid wasp?

Aphid wasp?
Redwood City, San Mateo County, California, USA
June 17, 2019
Size: ~3 mm body length
Found in the lawn at Pulgas Water Temple. There were many aphids around, so I'm thinking it's a type of aphid wasp. It was doing the typical antenna wiggling that many parasitic wasps do.
