Size: measured at 4.1-4.2mm
Based on these comments by Peter Messer, this should be Notiophilus semistriatus or N. novemstriatus. I'm not sure which it is but N. novemstriatus has been reported from nearby Cove Point (1) and this beetle is smaller than the size range given for N. semistriatus in the guide (4.1-4.2mm vs. "4.7-5.4 mm").
