Maggot in goldenrod round gall (goldenrod fauna) - Eurosta solidaginis

Size: 5 mm
I found this maggot inside a goldenrod gall similar to
and not far from it.
Could it be Eurosta? The other one is parasitized by a beetle larva, probably Mordellistena.
