Tephritid? - Rivellia

Tephritid? - Rivellia
Payson, Arizona, USA
June 26, 2019
Saw this fly and initially thought it was a ulidiid; looks like many members of Euxesta or Chaetopsis, and did the sort of rowing movement with its wings common in ulidiids, but its wing pattern doesn't match any I know of in or around Arizona.
