Pompilinae based on the "pocket in the lower rear corner of the third discal cell". My apologies for the lousy photos.

These wasps were fairly common in this area sandwiched between a marsh and Chesapeake Bay.

10 flagellomeres = ♀
She looks like probably a Blue-Black Spider Wasp in the genus Anoplius.

 
Correct
Anoplius. Either aethiops or cleora. Tough to tell from these images but leaning toward cleora because of the described habitat.

thanks for replying but
the only one I have is way too poorly focused to be of much use. That would ordinarily be something I'd have multiples of with an insect photographed indoors but I was having a really hard time with this wasp. Sorry
