The closer antenna may show that ratio. A bit difficult to tell, as you note. The wings do extend considerably past the last abdominal segment. Otherwise, perhaps something in the Tribe Niesthreini?

 
Perhaps, but...
...my experience with this group is limited and I find them very tricky. Even with a perfect dorsal shot I would most likely leave it at the subfamily level and wait for an actual expert to take it further.

Hard to say for sure. From this angle at least, the fourth antennomere does not appear to be one and a half times the length of the third. And the photo doesn't provide a good view of the last abdominal segment.
