Found this tiny wasp on the lip of a large flower pot in our garden. (live oak/chaparral habitat).

Gary, this fly is not a wasp. I would place it in the Micromyinae (Cecidomyiidae). The wing veination has an unforked M vein, and the Cu vein is forked. There are 12 long necked flagellomeres.

I'm a bit intimidated to disagree with you on this, but this looks all the world like a cecidomyiid to me. All the male coccoids I've seen have been more stout and without the whorls of setae on the antennae.

Always disagree! It is funny because the first male scale I got was brought to me a friend from Borneo and he told me he found a strange fly. And I saw the halteres and agreed with him and told him it must be a very strange Cecidomiid fly... but it was just too odd, and now I collected many myself, and all of them have the hairy antenna!
I am relatively sure about the ID, at least as sure as you coan be from a pic...

Hello, I don't think this is a male scale insect. I don't think they have ocelli (we can clearly see the 3 ocelli on the head), also, the way it stands doesn't look for me like a coccoid.
Other than that, I am don't know much about other groups of insects, so I can only eliminate the possibility of a scale insect.
The best way would be to see their claws, scale insects only have one claw
