I guess this is likely a female European Earwig, Forficula auricularia? But how to determine adult vs late-stage nymph? I noticed that these can often be found concealed in the tip of a milkweed plant, as this one was.

Correct ID; this is an adult female as evidenced by the fully developed wings (the forewings are shortened, but leathery, and if you were to lift them up you could see the full hind wings. Nymphs only have small wing buds which are not as hardened.

They do like hanging around in the axils of milkweed don't they :)
