Bee/Wasp with another Creature - Clitemnestra bipunctata

This small bee/wasp carried this creature moth/true bug? to this location and appeared to bite and wrestle maybe also lay eggs on the creature.

Any idea what the predator or they prey is would be very appreciated.

Prey looks like a leafhopper, so...
...I'm wondering if the wasp might be something in this neighborhood:

Interesting on so many levels...
It does look like some sort of leafhopper as prey and it does look like the wasp in the photo you shared. The wasp in the photo you shared is an Alysson.

The only photo on bugguide of an Alysson in Maryland is mine, id'd by John S. Ascher but that picture was taken in an entirely different part of Maryland, when we my husband needed to take a call, we pulled over and I amused myself looking for creatures alongside a creek before we went on our way. Sometimes I get lucky, perhaps for no other reason than I am looking.

While I am infinitely curious about insects, my photography skills have always been lacking. I believe at one point John S. Ascher, perhaps someone else, suggested getting a new camera, good advice from whomever it was that I took.

Sadly, I seem to have no talent for photography. I do have curiosity and adoration of the smaller creatures.
