Found on the snow at the edge of a field where the snow cover was thin.

The images are perfectly fine to identify the genus. Diagnostic are the black fore legs contrasting with yellow mid and hind legs. Note also the slightly clouded crossveins of the wing. Tom: I am amazed that you find all these new genera of tiny flies for Bugguide!

Matthias, this time of year the bugs are few and far between, so I look hard for whatever I can find, and flies are one of the few kinds of insects that brave the winter on sunny days.

Keith suggests, it is an ephydrid. A more lateral view is best for these (easy for me to say).
