Male Phanogomphus sp.
A male Dusky or Ashy. Can't tell for sure without a lateral shot of the cerci. If it was at moving water, more likely Ashy. At a lake or pond, more likely Dusky.

I found the Clubtail in a open dry area/There was a small Stream nearby/Thanks
