Flying insect on Heliotrope - Ctenucha

Size: 2cm+
Flying around, hovering over, and landing upon these beach Sandy-soil plants, which look like a Heliotrope. Colorful, with a bright blue spot or section that I saw when they flew by. Very difficult to photograph -frustrating! There were many of them
