Found two of these beetles and both had these strange white ‘fluff’ stuck to the back side.

The white fluff is just white tufts of fur that characterize this species

Does this type of beetle always have these tufts? I’ve seen similar beetles without the ‘fluff’ does that mean it’s a different species?

Yes, there are a few other beetles in the same family that are quite similar in appearance. These other beetles all lack the 'fluff'. By the way, would you consider moving this image out of ID request? The species ID of Popillia japonica is quite correct.
