I'm fairly certain this wasp belongs to superfamily Cynipoidea from the wing venation, but I don't know what family. It has a peculiar abdomen which appears to be stalked, something that may suggest family Figitidae according to Borror & White, p. 332 (1). Any help identifying is appreciated.

This looks to be a mail Neuroterus (Cynipini, or oak gall wasps).
