Could this be...
either

Pissonotus piceus http://bugguide.net/node/view/156851/bgimage
but way out of range as far as BugGuide goes but looks like a match.

Pissonotus marginatus http://bugguide.net/node/view/91482/bgimage
also out of range...

Or is it just something possibly some not found on BugGuide yet?

Pissonotus piceus
This widespread species ranges from Quebec to Texas and yes, it is reported from LA.

The way the white band across the wing tips is almost interrupted by a black spot is distinctive.
