Atrusca capronae
If this is a desert gall on Quercus turbinella, then it was induced by a wasp, Atrusca capronae. Even though the gall is distinctive, it would be best to confirm the oak species. See https://bugguide.net/node/view/1725965

Plant?
What kind of plant is it on?

What kind of tree
Hi, thanks for responding. It's an oak tree. Not sure which species, but one of the live oaks. I'll add a photo that shows a little more of the leaves and acorns. Sorry, that's all I've got.

Probably Cynipidae
Large, spherical galls on oaks are usually made by gall wasps in family Cynipidae. I can't find one that is red and white striped. Maybe one of our gall experts knows.
