As often happens, I was looking at something else when I saw this, a continuous bulge along the stem of White vervain, Verbena urticifolia. It gets larger and more pronounced as it winds down the stem.

Maybe better called a borer...
but either way, I don't know what it is. John did rear a Melanagromyza from this host, but I don't think there was any external sign.
