Nice photo!
I think this is another bee fly, and it is a pretty good match to Exoprosopa doris, which can be found in AZ. Here is one similar photo:
Hopefully an expert will comment.

ID: Exoprosopa butleri
This is indeed superficially similar to E doris. Note the closed and stalked first posterior cell in butleri. Only a half dozen or so other US species have this feature.
