I wasn't sure of the family because the pictures I've seen of Scatopsidae are usually of shiny black with a few yellow markings. This one has golden pubescence on the thorax...It was by itself, also.

the pubescence tipoff was right, and the wing venation is all wrong. This is Ceratopogonidae.
