Giant Black Wasp or Spider Wasp or What?

Size: 1.5 inches
These massive insects range in size from 1" to 1.5" in length. It almost looks like they have three sets of wings and long middle legs. Some are flying in pairs and others are on the marigold flowers. They are all black or perhaps the wings are dark black brown. They started showing up in large, intimidating numbers on our back wooden steps about a week ago. I have more pics. Can anyone tell me if they are the Giant Black Wasp, the Spider Wasp, or something else?
