Not quite Anthidium - Anthidiellum robertsoni

Not quite Anthidium - Anthidiellum robertsoni
Eugene, Lane County, Oregon, USA
July 27, 2019
Size: 4-4.5mm
This Anthidium-esque bee was found around Queen Anne's Lace that was surrounding a pond. It stood out mostly due to how short it was. I believe it is slightly closer to 4mm, but I wasn't able to get it next to a ruler, and thus resorted to measuring the thickness of the edge it is sitting on in one of the pictures.

The bee was found around 4PM, and the temperature was close to 90F.

Small specimen?
I'm fairly certain the size was around 4mm, which is nearly half of what is in the info page. Is this something that can just be explained away by saying not every one will be exactly the same?
