Hoppers never fold their wing
Hoppers never fold their wings! This is a beetles, Fam Staphylinidae and from my narrow knowledge of beetles I would guess it is genus Stenus or something close to it... Cool that you documented the whole wingfolding!

Thanks for your assistance! I will put them here and will move them should anybody be able to ID down to the exact species.

The reason I had initially guessed hopper is because I thought I had seen a hopper with wings that folded.
I had recently shot

I figure it to be Delphacid Planthopper and it looked like these wings would have to fold…

Wow they look similar! You are right... The hopper you photographed is just a nymph... but maybe there is even some mimicry involved, cause Staphylinids usually taste bad (so they say - not that I would know...)

 
I found the adult...
After reading your comment and after the rain quit, I went to look for a adult of the above thumbed nymph. I found one.
I was incorrect. I thought the above thumbed was an adult and that the wings folded. I knew that the beetle and the planthopper weren't related. I just had no idea that the first image was a beetle.

Thanks for pointing me in the right direction and I have commited to memory that "hoppers never fold their wings!"
