From the initial gestalt, this falls in the often difficult to separate "Dicromantispa sayi or Leptomantispa pulchella" category. And it's clearly in the "light form" subcategory...both those species have two main color forms: a "light" (= yellowish & brown); and a "dark" (= black & yellowish) form.

But the tri-colored antennae and TX location here (as well as the large number of "wishbones") indicates D. sayi. See comments under post below for (extensive! ;-) details:

Doesn't look like all the other photos of Plega here. The middle legs and especially the pronotum seem far too long. This was also not a mountain canyon habitat or anything similar - quite low-lying dunes and close to the beach. It also seems like it might be too far east for the genus?
