Small jumping wasp - female

Small jumping wasp - Female
Manchester, CT, U.S.A., Hartford County, Connecticut, USA
August 5, 2019
Size: 4mm
Small wasp appeared on outdoor table and clearly preferred jumping over flying. Middle legs distinctly longer than fore- or hindlegs. Middle femurs flare out at distal end, tarsi have rows of teeth. See additional photo.
Sting is visible, wing venation in forewing limited to one vein that runs from base and meets the edge about 2/3 down the wing (see additional photo). Hind wing is not stalked. Antennae strongly elbowed. Hard to count flagellomeres, but I think there are 10.
