Yes, diagnostic hairs on neck visible :-)
Note how the neck is smooth above (rather irregularly "bumpy" via intermittent low-bulging "rings") and there is a uniform density of short hairs along the top edge...those hairs are the primary character formal for Leptomantispa pulchella (the "bumpy" texture usually works too, but is sometimes ambiguous.

Also, I counted 5 "wishbones" along the posterior edge of the forewing (though with difficulty, due to "vein spaghetti" from wing overlap ;-). That also supports the ID of L. pulchella.
