Citrus trees bug

Citrus trees bug
Houston, Harris County, Texas, USA
August 6, 2019
This insect is on our citrus tree. It moves fairly quickly, and it looks like it has fluffy stuff stuck to its back. On the underside it has at least two bags. So it looks like a bug walking around with fluffy stuff on its back. We don't know if this is a beneficial bug or not. It might be an immature stage of something, but we are just guessing. The citrus tree has also been attacked by White scale and mealybugs. Any help and telling us what to do about this particular bug and and identifying it would be appreciated.
