Needham's Skimmer? - male

Needham's Skimmer? - Male
Hog Island WMA, Surry County, Virginia, USA
August 5, 2019
I thought this was a Needham's Skimmer immediately due to the color change in the costa at the node, but the number of paranal cells proximal to anal loop appears to be 3, which better suits golden-winged skimmer. In the 2nd image, I show this zoomed in and numbered. Please tell me if I am counting this wrong.
