This is a female nomad bee with a yellow mask on its face, a black propodeum with conspicuous yellow spots and a black abdomen striped with yellow bands. This bee was found feeding on Greek oregano in a North Florida community garden, together with the male bee shown here: https://bugguide.net/node/view/1713752
