Eudonia?
This looks more like the BugGuide images of Eudonia heterosalis. Many images like this one were moved in 2018 from S. basalis to E. heterosalis mainly based upon the orbicular spot being directly anterior to the smaller claviform spot and these spots not touching the AM line.
