Yes ... the short wings and steeply sloping head are characteristic of this little spittlebug.

 
Thanks for the confirmation
This is the second one I've found near (or in) my yard. This one was with in 150 feet from the last one. I've only seen them individually. When should I look for eggs or nymphs? (central North Carolina)
