Black Midge - female

Black Midge - Female
Marlton, Burlington County, New Jersey, USA
September 9, 2007
This midge came to the light at night. I don't know if it can be identified. I was also wondering if anyone has any ideas what is attached to its legs. Mites? Dryinids?
This image is likely frass, I was just curious. Thanks!
