Based on your key, Charley, this upper surface mine on Red Maple - Acer rubrum - with the thick central frass accumulation, could be Cameraria saccherella.

That would be my first guess, but I'd want to see the completed mine (and ideally reared adult) before saying for sure, especially given the new distribution record.
