Potter wasp? - Parancistrocerus perennis - female

Potter wasp? - Parancistrocerus perennis - Female
Stratford, Fairfield County, Connecticut, USA
September 7, 2019
This wasp(?) was removing material from a bamboo stake that bees (probably Ceratina) have used for nests in the past. It didn’t fly away with the material, it would come out of the stake, drop it, and go right back in.
