These are two different cocoons on the same flowering tobacco plant, underside of leaves, located in a flower/vegetable garden.
Nicotiana plant is infested with tobacco bud worms. Any link there?

Campopleginae cocoons…
These wasps attack mostly caterpillar larvae, including tobacco budworms. You can collect these if you wish, place them in a sealed container, and see what may potentially emerge.
