Strange "bug" -- caterpillar below, 2 yellow tails

Size: 1/2 inch
Taken around 11:30 in the morning. Was a cool night, down to about 50 f. He was walking on a rose bush. The 2 yellow appendages are on his/her back end because this end was at the back when he/she moved.

Real stumper
Judging from the absence of legs, I'm guessing this is the larva of a limacodid moth, but I can't think of which it could be.

My only other guesses are the larva of a tortoise beetle (subfamily Cassidinae) but they, of course, have legs.

Could have survived an attack...
