Goldenrod Leaf Aphids
Possibly Genus Urolleucon (solidagensis) or Acuticauda solidaginifoliae

 
Definitely not Uroleucon.
If you go look at the images of the general they all have fairly long appendages, like the legs, the antennae, the cauda, the siphunculi.
These are all short.

The specimens here all look like nymphs, the bigger specimens have wing pads so they'll become winged adults. Immatures are difficult to ID, but these look more like Aphis or Brachycaudus.

Would there possibly be several species of aphids who would roll up a Solidago leaf in this way?

 
I am not sure.
I haven't done much collecting with goldenrod so I haven't observed the leaf curl then associated it with specimens I've identified. One of the reasons aphid ID from images is so tough is because ID in the lab usually happens with slide mounted specimens, and all the resources for aphid ID are based on slide mounted specimens.
