Argia apicalis?
Most likely a female Argia apicalis (Blue-fronted Dancer) based on the color of segment 9 of the abdomen. A blue-form female Argia moesta (Powdered Dancer) is very similar. A close look at the wing tips helps to separate. Female Powdered Dancers have 2 cells under the stigma and female Blue-fronted Dancers have 1.
