I initially thought this was a wasp from the wings and large size but iNaturalist suggested Velvet Ant. A few days later on the beach we saw a few small wingless ants with the same coloring as this bug and I am a bit more convinced that it could be a ant.

It was seen in the grasses beside the sidewalk in between Momma Bear Restaurant and the beach at Rowan's Ravine Provincial Park.
