Tiny Fluffy Fly (?) over Creek

Tiny Fluffy Fly (?) over Creek
Junction City, 15 mi. SE, McDowell Creek, Geary County, Kansas, USA
September 18, 2019
Size: 2-4 mm
Looking like tiny bits of air-borne cotton, these little flies(?) were being snapped up by dragonflies. One escaped by falling into the water where I let it drift onto my finger, dead, I presumed.
