I'm not sure
I wish the eyes were clearer. These funnel webs usually mean something in the family Agelenidae but there is at least one wolf spider that makes funnel webs in your area. See Sosippus californicus. Either way it isn't a dangerous spider.

 
It
certainly looks to be S. californicus, and submitting images of the species is Melissa's M.O.
