My first thought
was Elachista and I think Perittia is possible but without more photos to compare, I wouldn't be able to say.

Following up
on that suggestion; there are a few similar looking species in Adeloidea. One possibility I see from available photos would be 'Tridentaforma fuscoleuca'.
