Hibiscus Sawfly
I believe you have Atomacera decepta, the Hibiscus Sawfly (1). I currently have several adults buzzing around my hibiscus plant. I think they overwintered and are now mating. If this was near a hibiscus plant of yours, you may need to do something about them. Last summer their larvae nearly ate the whole plant.

for the ID. I don't think I have any hibiscus, but this was at my neighbors...and she seems to have every plant known to, I'll let her know.
