I am relatively confident this is Apatolestes parkeri. It keys quite well to it in Dr. Burger's 1974 Horse Flies of Arizona.

This could be an Apatolestes species, such as parkeri. I see possible ocelli and specimen photos of Apatolestes parkeri that are very similar. Pangoniinae cannot be ruled out.
